The population problem brought something else as well: armies cancelled from the barracks do not return the brew/weapons.

I can only suggest refreshing to see if the brew and weapons update to the correct amount. Please update the thread with the results of your refresh.
If this does not resolve the issue could you please make sure you send this bug report to support also. I have tried to simulate by putting 250 cannoneers and then cancelling but my brew and cannons were almost immediately returned to my storehouse.
Is this just 1 troop type for you or all troop types?
