Don't know if this is a known bug but I just cleared sector 6 - sector 9 is currently full of bandit camps - and the quest 'Once and for All' completed.
As I still have 14 camps to clear I assume this is a bug

Yes, I have heard of this happening, can't find a bug thread for it, but probably somewhere. It is not really a problem as you just get the quest finished early
And very nice that is too
