The quest is in two parts, one of which is to make 5 steel swords.
However, it sits at 0/5 swords regardless of how many I make.
The other part, have 20 soldiers, is OK.
Is this a known bug??

Sounds like a waiting guild quest. Does your guild still have an active guild quest running? If so, the whole guild must complete that before the waiting quest will become active and can be completed.
