Looking at your thumbnail the reason stands out like a sore thumb, there is no room for any other general to pass either side of the recovering garrison.
When it comes to Gene pools and shallow ends they can be found at the bar drinking pina colada's
some generals block the path for other generals to pass. this is also the same in OF adventure
waiting or medi pack is the only answer in your case
