Not everything that glitters is golden, still some players will get it just for the heck of having one more general. Lucky me I got it with eggs for the very same reason. Now comes the most interesting part - what to do with it if it's not even as good as a transport general (any BHG can do the same including Grim Reaper from Halloween event but is 3-4 times cheaper) and 2-4 times weaker than a tavern general. Only BB knows what is the ill-minded purpose of this general.
My advice in the case is DON'T SPEND any gems on it. Wait for the game designer to come up with better use for it before spending real money.

P.S. One can actually wait for half a year, login on daily basis and collect 100 gems weekly, add up the 100 gems we're supposed to receive after each day-long maintenance and you can be a happy bunny!
