    looks like it has no field to fill at the moment - it should revert to normal once a field has depleted some

    I have the same problem. My fields aren't full. I think it's a display issue though as everything appears to be correct in the economy overview.

    The only time I've seen this is when there are no fields to fill - haven't had it any other time.
