For the last few days, after each login the Quest Book pops up for me in a similar manner that store offers
do (but they are shown only once a day).
When I enter an adventure as soon as I can, then the Quest Book in that adventure will be displayed.

It's very annoying and happens to me only on the EU server (I play on the Polish one as well).

Verified on Firefox DE 37 (NPAPI Flash 11.2.202.451), Chromium 37 (PPAPI Flash 14.0.0.177)
