I find myself in the awkward situation of not being able to spend any diamonds because the "New Settlers" quest is still active. I cannot, however, finish this quest because I am maxed out on settlers!
The initial solution appeared to be to upgrade my Mayor's House, but I can't do that without some resources I can't get until level 18 (I'm about 10 right now).
So, I need either a way to kill/get rid of a few settlers so I can complete the quest, or I need another solution - if there is one?

ok, this is a common problem with new players. Upgrading the mayors house will do nothing, this just increases storage, and not space for settlers. Instead you need residences, which are available from level 15. You should still be able to buy the settlers from the merchant, and then they will sit in star menu until you can place them on the mayors. You can still do other quests until you reach level 15, and then build a residence and place the settlers from star onto the mayors house.
and if you ask this in the help tab of chat, you can get an answer much quicker

the generals? i have all the basic filled due to the quest! required 6 will i be able to get the specialty generals still or am i screwed?
you need the harbour -- there you can unload all your settlers
