is this quest under the heading 'waiting'?
if so, you cannot complete it until you have finished the active daily quest (or possibly guild quest, if you are in one).
It finally disappeared off there so no more problems
So many people is the [26 - 35] quest in Big city life - a GQ, so this do very much sounds like the classic 'waiting' problem.
