Players logging in through Steam can't receive voucher codes ?

Can anyone explain how a player that comes in through Steam can receive a voucher code ?
They can't tick the "receive newsletter" box as far as i'm informed, and if this is true it makes a really unfair disadvantage toward them.

Am i missing something or it is all working as intended ?

Before we can judge if it's unfair we have to know for a fact that Steam does not do anything equivalent.
