Collection production frozen

For the past few days, whenever I create a collection from the mayor's house, the progress is always stuck at 0. It stays like that forever with any type of collection. I already wasted 180 gems in trying to create it immediately, which works. But as soon as I create a new one, the timer does not progress and is frozen. I've already tried the recommended fixes with clearing my cache and updating everything. Still no effect.

Is your Mayor upgrading? If it is Collections production is frozen until the upgrade is done.

All regular production pauses during upgrades, this is less clear with the Mayor which (who?) keeps producing settlers while upgrading but pauses any collectible Collection production.
