    When a workshop is not working

    When a workshop is not working because it does not have access to required components a ! is shown over it.
    For example if an Iron smelter does not have access to any Iron the player is notified with a ! on the building.

    This also happens for Silos. If a silo cant fill any more fields a ! is shown to indicate that it is not working.

    I would like to suggest that the ! alert also be shown for buildings that have stopped working because the users storage is full.

    This would be helpful to the player in just the same way as the previous two examples by alerting them to the fact that production has halted and that their economy needs adjustment.
    It would also be helpful to buffers so that they dont waste time and buffs on buildings that are not working.
