Just to set things straight, destroying someone else's Party Crashers without their consent is not a reportable offence, nor is it criminal.
Trolling however is against the rules.
According to reports, the other player has to be offline in order to allow you to apply more buffs than required.
Would that it were so simple.
To add to the posts in this thread and comments seen in chat:
Truces placed when the player being buffed is online:
- Works fine so long as the player being buffed doesn't click 'complete'. No matter how many buffs are placed the camp stands tall and quests and achievements are counted and fullfilled for the buffer. Or for two buffers. This has been the most common, from playing with it in-guild and elsewhere. Based on bug-prodding we actually decided to Truce only when both players are online and paying attention.
- The counter stops counting and quests and achievements are not fullfilled for the buffer even when enough buffs are used.
- 2 Truces were placed for the buffer's quest, the quest completed but only 1 Truce was counted in Achievements.
Truces placed when the player being buffed is offline:
- 25 Truces placed, all open quests and achievements completed for the buffer.
- At least enough buffs to destroy the camp were placed and it didn't fall until the player logged in and clicked the waiting 'complete' in the Quest Book.
- More than enough buffs to destroy the camp were placed and when the player logged in the camp had fallen, the timer was just starting to countdown, and the quest was waiting to 'complete'.
Clearly not the same experience for everyone. Might help to figure things out if the intention were clearer, it's either:
A. We're meant to be able to use many (many) buffs on one camp, and something's buggy.
~or~
B. We're not meant to be able to use many buffs on one camp, and something's buggy.
No idea where online/offline fits in.

Ok that clarifies a lot! Thanks for that - I had thought I would affect the other player.
So... can multiple people then use offers on the same player's camp - and then that person finishes at their leisure (thereby removing the crashers?)
For some reason this all seems rather non-intuitive.
Sorry, but I've slept since then...
Yup lordloocan - I finally got my head around it all (I think). I'm working with 2 other players. This morning we all placed some truce offers on each other's camp. The quest to remove the bandits popped up as soon as I placed mine but the other players were will allowed to place theirs. So we all just communicated when we had all placed and then we all took down the camp. Win-win for everyone.
The key is not to answer the quest until everyone you want has placed truce offerings.
Sorry, but I've slept since then...
this PCG thing is incredible hasty...if you have a little uncommunicative friends or guild, you dont know who was destructing your PSG... you can give tons of truce offers to friends camp and... NOTHING HAPPENED... no number, no count, no bar... NOTHING!!!! crazy scamp thing...

As has already been noted, buffs applied by a friend have no apparent effect on your camp until you click on the quest complete. Until you do this, people can continue applying buffs to it.
This also means that when you are applying buffs to a friend's camp, you will see no effect, unless they click quest complete. You should, however, see a change in the related Achievement counter, even before they quest complete.
While we are talking about the Party crashers buffs, sometimes it says you can use any type of buff on your friends island, but when you get there you cannot use the lower level buff we were using during last week, you hav eto use the next buff up.
Have I got this right or wrong?
JJ.
Everything comes to those who wait.
