sorry i dont have provision house yet coz it requires level seven.

my last quest for level six to make it seven requires me to build one more stone house but it requires 30 tools to create.
is there any alternative ways to create tools?

if your only level 6 you should really follow the tutorial guide
if you have over built that will be why you have run out as uptop level 17 or 18 i think it is just make what the quests tell you to not over build maybe demolish some buildings that you have over built it will give you a few resources you used to make them back but not sure how much

You can build a stone mason on lvl4. Follow the tutorial quests and build only those buildings that are required to complete those quests.
