As this is not my home island, and after letting a general arrive on my home island no medipacks did pop up, so you are only left with trying to find the ones on the map posted, and recieving one in your ingame mail if you are an active player.

Yes in the end, but first there is mentioned, that there is a hidden cache on your home island, which will show when a general arrives.

So the original text should have been something like:

there have been reports from some/your scouts, that a hidden cache of Medipacks has been located on one of our home islands. One of our Generals has found the location of the main supply drop, but it seems that some bandits have tried to pilfer some for themselves!
