While you need the RPH to be able to use the recipe, I'm not sure it is a requirement to have it to get the recipe.

No you did not, snow does not drop manuscript recipes, only tomes

770 Simple Paper, 620 Nibs, 100 Beans, 32 Coins. 7 Hrs 30 mins to make in a unbuffed RPH.
Tome is 790 Inter Paper, 540 Letters, 100 Beanstalks, 6 Manuscripts, 9 Hrs to make in unbuffed RPH.
