There are only two phases in the shutdown of the Halloween event. The first is the Removal Phase (November 8th), in which new event content stops being introduced. Then the Deactivation Phase (November 15th) is the complete removal of anything left over, including having your existing Pumpkin Fields (built or in your Star Menu) being converted into coins.
In the past, there used to be two stages to the Removal Phase. This is now no longer the case.

Thanks for the replies. It looks like some of the confusion is coming from naming habits.
A while back the names of the event-end process were changed. "Removal Phase I" was renamed "Removal Phase" and "Removal Phase II" was renamed "Deactivation" (no 'phase'). It was also usual for the event resource conversion/exchange into coins to happen a week or so after the second part of the process. So there are still 2 parts to the event-ending process, but now the last fiddly bit of conversion/exchange seems to have been combined with the 2nd part.

Which leaves the question of what happens to unused "refills" and "Fertilzer" and "refills" posted as Trade offers when everything is said and done.

I was refering to the 'game update' part of this info from Dev Diary - I dont expect a game update to take place night between 14th and 15th
but nice to know it is a leftover
What happens with Deactivation?
All remaining elements of the Halloween event will be removed with Deactivation.
An event resource conversion is planned to take place with the game update / Deactivation.
Without going back and digging through all the Dev Diaries... I want to say it's happened before, once? twice?, that there's been a "game update" at the same time as "Deactivation"/"Removal Phase II", back when weekly maintenance was standard, but it hasn't been common.
So you can run the fields and if you have planned ahead you can use trick and treat buffs, and werewolf hauls on them - but why cant you make the buffs for the fields when they are still working ???
If for some reason support feels the need to edit what I wrote, please delete entire post instead, dont put words into my mouth that I never said.
You dont have a lot of patience with other players do you ? - Give it a rest. Not all are experts. Some are actually new to this game and for those, this event is a big confusing mess. If you can still farm the fields and even revive them with fertilizer- why not also be able to make buff for them ?
