Sorry, but I've slept since then...
See: this post and the linked BB comment from the Test server.
I understand others may put more stock in achievement points than I do, but given all the changes to the game since the original skill trees were introduced the possibility of some players bumping up their totals at a cost seems like a very small downside to giving people the opportunity to revise old decisions that were based on old game standards.
For reference the Science System and first skill tree were added in: June of 2013. As several people in this thread have mentioned the game has changed quite a lot since then.
When these quests were added i had already skilled all the geos that i planned to skill and so the quest has stayed unfinished for years. That fact at least for me is justification enough to at least have a free geologist reskill event. Obviously it should have been carried out when the quests were introduced.
Was fighting windmills from Aug 2012 to Oct 2019.
It appears that Dirkjon on the US server has worded this idea much better than I have would have been able to do, I wanted to share this here to gather opinions from this server.
"Free Science System Redistribution Period?
Hello BB,
You guys are doing a great job adding new content to the game......new adventures, new quests, increased experience level cap, island expansion, new buildings, new specialists and the Excelsior of course. For a person who was losing interest in the game after 3 years of playing, I can say that the new content has gotten me "back in the game" so to speak. And it appears that many of the changes you've made to the game are in response to player requests (As a player it's always good to know that that the Devs are listening to our suggestions to improve the game)
Awhile ago you gave us a "free building movement week" that gave everyone an opportunity to rearrange their islands at no cost in order to accommodate the efficient placement and use of the new buildings, map changes and the archipelago island expansion. That was much appreciated and well received by those of us who were able to take advantage of that opportunity.
I'd humbly like to request a "free science system distribution" period in order to allow us to rearrange the distribution of our manuscripts, tomes and codices. Many of us maxed out our explorers and geologists to be most effectively used based on the game BEFORE the new content was added, and now many of us would like to make some changes in the way that we've distributed those books in order to more effectively take advantage of the new content. And some newer players would like to make some changes simply because they now have a better understanding of the science system than they did when they started playing the game. BUT, it's really onerous to lose half of the books that we've taken so long to produce in order to to be able to do that.
So, would you please dig down in those big BB hearts and give us a few days to make some free changes to our science system? Thanks!"

Said perfectly. When game content changes drastically, and some old choices now become obsolete, it would be appreciated if we were given a one-off opportunity to adjust those old choices to match the new content.
If you want to avoid "abuse" of this, then you could allow only one free reset per specialist.
Most players can produce 1, maybe 2, books per day from the bookbinder, and it takes (quick calculation) 225 manuscript books to fully skill one geologist once the costs have risen to the max, not to mention 268 production cycles in the bookbinder (again, a quick calculation in my head). Receiving only half your books back when reorganising means ~3 months of bookbinder production is lost. That's an enormous effort.
I personally know of players that skilled the "2 in 1" find skills for their geologists, only to discover that the other skills e.g. find 8% bigger deposits only apply to the first find. This was undocumented and unexpected, and many players would have chosen a different skill if they had known. A free skills week would be a great way to help them.

I like this idea. It could be something you get to do when you reach a certain lavel. Most of the skills we can chose now are not really useful for those above leel 60. The whole skill concept could use a makeover.
If for some reason support feels the need to edit what I wrote, please delete entire post instead, dont put words into my mouth that I never said.
No.
Everyone would benefit from it.
Still no.
Somewhat equal suggestion: Make the starting level lvl 50.

I would agree to a free reset if new skills were introduced for existing specialists, but this is not the case. Some skills were 'expanded' to include granite, titanium and saltpeter but these skills already existed for other rock types so if you were interested in those the add-on's still apply.
You can get back 1/2 the books for free as it stands now - I would think that's enough if you want to re-scale a specialist. That, or spend some gems.
