art gift buffs not 'sticking'

Have applied art gift buffs on "Getting into the christmas spirit" 2 of them have already failed to take out the Bitter Adults.
Game messages says buff applied, mouse over the building shows buff reduced bitter adults by correct amount, shortly after, mouse over again and the bitter adult numbers are back to same as before buff was applied.
Early days but definate buff fail.
