To be fair, they did check our interest of different aspects (RT combat being one of them) in a survey about a new combat system.
Apparently, there were not enough players rejecting "this dribble" as a bad idea.

well ive heard that there was some super secret pvp test server and after the testers there found out that this is it they pretty much walked out on BB. they rolled it out anyway instead of taking a hint..
maybe someone who was there can shed more light on it..
