They have probably reserved some to be in limited offers or event/mini event rewards.
The gain from "shotfirer" is far less than the cost... A mnore important space provder would be a stump remover. Once you have used an area for a forest it can no longer be used for building ... Stump removal should be cheap and can increase building are significantly....

I've spent more money on this game, than it would have cost me to play a game with a monthly sub, and would have expected to have all the "necessities" already, but appearently I don't. No more bucks from me, the gem requirements have gotten completely out of control, and this is getting insanely expensive.
After some TSO-vacation I logged back in, not knowing about the Mountain Buff.
A popup explained in brief this buff. Nice! I readily clicked my Tavern to see how
much the cost would be for this shotfirer. Not there

And why is this called a buff anyway? A buff is to make something work better,
faster, stronger. Or is this another way to buff someone's pocketses
OK i have used one of these and it removed the rocks but it wil lnto allow me to place a building on the space.
Suport have stated that
There sometimes is a misunderstanding regarding how much space these demolition buffs should free on your home island: "1 building space" actually means 1 box (where you could fit, for example, a lantern or flowerbed). Please also note that freeing space on sector borders can cause issues.
Therefore the understanding that these buffs are used to allow players more building space is not true, they are therefore a clever way of wasting gems.
I posting this so others players are aware of this situation, and do not fall for the same ploy.
