What? Zone buffs are just buffs and each one just has a simple list of buildings which they affect. It's not something they couldn't do and similar example already is recruitment guide which applies to barracks, also a self only buffed buildings.

If you people say -1 you could at least explain why. With the new general skills and new increased specialist limits there is years of worth book production time required. Not everyone has enough levels to access the recipes.
Imp RPH or 2nd rph sure. messing with a buff: no.
One is actually a buff hat decreases TIME (the bookbinder one) the other is one that increases the AMOUNT of what you get (on other buildings).
That means making the buff do both which is ridiculous. Could have figured that out yourself.
