it happened twice as i recall, but unless they give out more islands, can't see it happening again sadly.
Don't count on it. Only times it happened where when they added extra space to islands, first when the demolition crwes where introduced, and then when archipelagos were added.
So like Ammok said if it will ever happen again will be if we get neww space... which looking at the last Q&A answers won't be anytime soon.
