    Though I look at lv3 garrison differently. To make losses lower a wee, because 15 MM have first strike and splash. Not big gain, or faster rounds, but like first aid, it saves few troops (I hope ).

(with frenzy even more powerful) also, most of the bosses take more rounds, but normal camps, I remember it hardly getting more than 1 round for me, most of them 1 round or 2 max, if you compared evilJ guides with skills and without skills, you can see a lot of camps now can be killed without first wave, also, some camps become 0 losses, or can be killed in 1 attack with other camps.

    Still a small amount of dmg can be effective for battles that take many rounds, but also, 15 extra troops can do, they not attack only 1 time! and anyway most of the attacks are even 1 or 2, or just too high, and too high rounds only for bosses so annex + frenzy can cover the both side.

    A lot of camps contain first strikers and no skills stop them from doing damage. With garrison annex you could load extra MS and therefore have enough cannon fodder to attack a second camp so maybe worth while there.
