How are you doing the math? With Spring cleaning enabled a level 1 building will produce 3 resources instead of one if no other buffs are enabled. Spring festival is 100% speed increase so it halves the production time if no other buffs are used. If there are other buffs then remember that it add's to the speed and does not multiply it.
