You need to defeat the enemies, buy and use sector deed from black market on that sector and begin building with a storehouse. If the sector did not have any enemies you need the island deed.

but in market only 6 deeds, island territories - 13. Where get another 7 deeds?
you will need both island deeds brought with gems and sector deeds brought with stalks. the island deeds are for the first part of each island, the sector deeds are for any additional sectors on each island.
When it comes to Gene pools and shallow ends they can be found at the bar drinking pina colada's
Gem deeds are for islands without bandits ( you dont need them to continiue ) - and stalk deeds are for islands/sectors where you need to kill bandits.
