Spring Park down.

Spring Park can be added to the buff buildings that ceased functioning, clicking on the Spring Festival button & start will have as result that the hourglass will start turning, but the festival buff is not starting.
Clearing cookies, history and all, or using an other browser did have no effect, the spring festival buff is not starting.
