Could you post an unedited screenshot of the Giat Tree of Hope where we can see the upgrade level and upgrade options?
That's very interesting, because in the dev diary we didn't note any upgrade options for the tree, and also the in-game tree doesn't have any upgrade options.

Why did diary lie about the deactivation?
Says 10am CEST on the 28th, but everything is still going here on the 29th, lot of us ran things down last night instead of slinging buffs on a building that was about to disappear.

I don't see any "lie" here:
The In-Game timer also leads to this date. If you are talking about the "Removal Phase" in this event it only removes some of the Community Quests, but everything else goes on until the deactivation phase as said in our Dev Diary.Deactivation: 31. August 2023 - 10:00 CEST.

A lot of us read that as the main functions ending at this time, especially combined with:
Donation Phase 2: 21. August 2023 - 10:00 CEST - 28. August 2023 - 10:00 CEST
The consensus in some very lengthy discussions over the weekend was that this meant the event was ending on the 28th, with the shop running until the 31st, as has been the way in previous runnings.
Too ambiguous.
And yet again, the concert hall bug ruined things,crashing computers if you visited somebody running the blasted thing.

The disparity is because this event is unique as no event items to trade like eggs or pumpkins to help others in the guild so the end is the end in this case.
We all love the game......
