Same issue, recycler is locked - and it seems that anything 'desirable' is ALWAYS locked .. makes me feel like voting is simply a waste of my time.

Anything locked usually means that you bought the item before, similar to zoe being locked due to a maximum reached, this was rectified the following year so hopefully a fix coming. Never heard the guild market having items locked if you never bought it before though.
