According to the xmas dev diary the building upgrades with presents.
But this is not the x-mas event..and of course not Valentine event dev diary
In game it says presents, the relevant dev diary/change log says presents, the settlersonlinewiki says presents. I'm afraid there is not much else I can say if you doubt it's true.
Shrug, they have a new - well thought out design plan
get items one event and upgrade em in another
so they now take items from previous events and give em (as event reward) upgrades- They do not bother to see which event they were handed out in though
So expect this to be a recurring feature - random new upgrades for event goodies
