Some additional info which I posted in the German forum concerning changes/dev diary: We're currently preparing this. However, instead of an extensive developer diary, we'll focus on highlighting the changes. This will make the info easier to access and give you a clearer overview of what is new.

By only publishing the changes many newer players may find it difficult to understand the event.
For one recent event the dev diary was published about a week after the event had started and we found that new player take-up was much lower for that event. The summer (football tournament) event in particular can be seen to be complicated if you've not done it before.
We've just received the info that the summer event will be deployed to the test server around 12:45 CEST today. A news article has been published!

I've been unable to access test for a year already I guess.. Does the event have anything new at all or is it a copy-paste from last year?

I had the same issue earlier. Clearing the cache and cookies in your browser should resolve the problem and link you correctly.
