Upgrade mine problem

I noticed next case.

Build some mine. For now for coal and copper appears the same behavior. Immediately after the mine is build(also once I didn't have free settler to work on the mine) I stopped the mine not to work(stop production button). After that clicked to upgrade the mine. Window with price appear, I click yes, window close and mine is not begin to upgrade. Upgrade button can not be clicked again. I log out, clear browser cache, login again and the mine is not started to upgrade. Now if I click to upgrade it work well and there is no problem.

sounds like you got the can't sleep& upgrade at the same time thing. 1 command per ... ... .. yeah what to call it. well you clicked sleep. command sent to server, then upgrade (sleep didn't get to client yet). I get it allot

If a building awaits confirmation (sync between client and server) it presents "..." in red on its activity button. While in that state it would not take commands, actually very useful. Wait for that button to get updated and it will take commands. If you clicked too fast, a visit to another zone (friend/adventure) fixes as well what you describe, you don't need a refresh.
