Trade office- versus provisonshouse

I have discovered that if you withdraw a trade and there is not storage enough- the rest ends in the starmenu.
If put an order in the provisions house- and later--delete the order--then the rest is wasted--I expected it to end in the starmenu too.
Is that the way it shall be?
