In help tab we see a common problem during events, namely players asking the same obvious question again and again. For example people asking during the Halloween event why there explorers are not finding pumpkins. A simple motd saying they don't would be a big help particularly if a more knowledgeable player is not around to answer. Mods should be given the power to change this motd as this would allow for a prompt change of the motd as player needs require.

'No-Brainer' IMO (+1)
Although it is a nice idea, (I do spend an inordinate amount of time copy/pasting the same answers over and over during events and such), if the MOTD is at the top of the chat, most players will not see it as it will move up with the chat and go out of the chat box. It would need to be tethered to the top of the chat window, so all see it whenever they enter the help tab.
My presumption is they are entering help tab to ask the question so for them the answer would be at the top of the help tab.
