building licenses

I captured a new sector, one-eyed Burt's, and build a storehouse but haven't got any more building licenses, should I have?

Mostly after you clear all the sector ( even without storehouse ), at boss fight you win +10 license deed.. Maybe you have already spent it, or its in your star menu ?
