Hey we have the problem that our guild leader has been mia for some time now and our officers are also dropping like flies. If we start a new guild we will loose the 40000 coins/and or gems people have invested for this guild with the risk of ending up with the same problem
Many other games use the rule that if the GM is missing for a set period of time, then the role of GM is transferred to next highest ranking officer.
Something along the same line could be implemented here.

Why not make it possible to give some rights to another person. So when a leader is not able to log in for reasons of work/holidays/sickness (operation), he can decide to give some rights to a person he trust...
How about regency ? If the guild leader comes back, leader still would be the leader. Propably a bad idea.. 2 leaders would be great.
