Next level needed xp differences

the first is about exp nooby and the secone is LVL
you have it black on white or here White on brown "Reach the next lvl 23/24" it means you are lvl 23 and need to be 24

A little blunt, but Ironbobi is correct. The first screen shot is the amount of XP you need to achieve the next level. The second screen shot shows that you're level 23 out of 24 - it's not a level progress bar, it's a quest progress bar if that makes sense.
