you do not need to pay 3k Gold to join a guild, you do not need a guild house. all you need is a free spot, for which most guilds charge 400Gold some offer free spots though, but these generally charge a tax on members to fund the new spots.

how i join it....... i was think that i will need guild house .... just ask the guild leader and pay 400 gold if he want

You can join a guild by contacting the guild leader or officers, probably the best way to do this is via an in game mail to the guild you like the look of, you can check out guilds advertising for members here.

Also from within game you can browse guilds and descriptions by clicking on the shield icon.
