I never had the snowflakes buff on the test server and to my knowledge nor did anyone else. The snow will appear on your island after completing the Christmas adventure but on the test server it only stayed on your island while you were logged in. If you closed down then re-opened the snow was gone.

Why did halloween have darkness?

At least make the initial snow free for crying out loud...
