Building licence quest issue

I have a quest that requires me to add more building licenses from the star menu, I would love to do so but I already have as many as possible!

Have the same issue cant complete the quest the licenses are not there

At your stage, the licences are received in loot mail from killing a bandit leader. If you have done this, check your mail, accept the loot, and the building licences will be in your star menu.
