I think the issue will be if you use the newer account to boost the older one, not the other way around. What BB want to avoid, is for one player to have multiple accounts to allow access to more of all the account limited things - explorers, event resources, rewards, etc. and then sending it all to your main account.
When my brother moved his account from a different server to mine, from the beginning I sent him a whole bunch of building materials to get him started. Never heard anything about it from BB, so I'd expect that to be allowed, since I wasn't using his account as a proxy to boost up my own, but instead helping him along a bit at the beginning. Obviously, doing so is at your own risk, you can't really assume BB will enforce the rules perfectly evenly.
For the record, my brother and I don't live together, but we do sometimes log on from the same IP.

HAd 2 guildies that are RL friend and sometimes play the game at home at one another getting banned, but they just contacted support and matter solved
Myself, husband , Daughter, her boyfriend and a couple friends all log on to different accounts at the same address daily we do not have any problem, we all play our own games , we make sure if we trade we do trades in line with what is on the trade market at that time.
All our accounts were started at different times and are at different levels as we all play slightly differently.
