The problem with this scenario that you need collecties to make buffs, if you use them no way to get them back, so that why it is fails, nothing to do about lazy coding, it is just "story" and challenge, so deal with it.
I managed to play a lot, like 40 - 50 and failed 1 time because a lag or freeze that reverted previous buffs so I failed.

It has nothing to do with principles. Do note that Storm Recovery has a harder difficulty classification and is locked behind a higher level players. You can also find almost the full history of the scenario at the test server forums if you think its currently behaving incorrectly.
But it's clearly bugged, having guess work factor for example isn't anything to do with difficulty. During the stage for example, when you need to place the school and residences. If you pick the wrong locations, you fail? How is this not a bug.. There are plenty of plots to choose from but if you don't place them in a specific pattern you fail?
It's not bugged, it's a mini puzzle. Sounds like you did not read the quest text at all but just randomly attempted to build things. The quest is trivial and after you have figured it out once its super easy the next time.

Storm recovery was explicitly designed to have a fail condition or two - when released this was stated as a way to make it more challenging/less of a click festival with no punishment for mistakes. If on an adventure you send the general with the wrong setup you get a penalty and lose troops (which costs resources to replace). With storm recovery the penalty is resources spent up to that moment
