Building militia at provisions house

I wanted to update some bufs, but first I clicked one of the Resources buttons, the below screen appears...

Do not think we can build militia at provisions house.

Happened to me twice so I thought enough to report..

something similar like this happened to me but with different buildings.... if you want to fix it all i did was clear cache and reload...
