Water in well decreasing: but no settler/worker

I built a few wells even though I was at my max settler count, knowing that when my other wells ran out, the new wells would be populated by those settlers.

But the water in the wells is running down even though there's no settler in them. I can't tell if the water is getting to the storehouse or not.

Is this a known problem? Am I getting my water or should I stop the well until the settlers are actually available?

Cant provide you with an awnser.
But you can test it by sleeping all other wells and water users.
Then see if water count increases
    Nevermind I give up

Just tried it again and the water doesn't decrease any more

Either it has been fixed or it was just a temporary glitch.
