I build 12 farms but was missing some settlers at the time.
So I started to upgrade them, till lvl 3 by that time I was still missing settlers so used some bandits.
My settler stock is now 24 but some of the farms are still missing settlers.

are they still producing wheat without the settlers?
If not, then you will have to destroy, if they are, bonus! you are a man free production
Just logged in on my home computer, and there they are working and all.
