I think it will be nice if you add this building to the list of drop list, like a 5% chance to drop, so maybe motivate people to play this costly worthless scenario?

If it is just one more useless ornament then count me out.
Either give it a function or let it hold some population, then it is a nice idea. It have to be something very nice to make me do that scenario.
