more language support in chat

Hi

I am trilingual and know Japanese, sometimes I would like to use Japanese in guild/whisper chat to others that know Japanese.
But the game chat doesn't support it.

I suggest switching chat to UTF-8 for universal chat support (like many other games), so that me and others that know a language that the chat currently doesn't support will be able to use.

its just a tiny change and I find it odd that this game doesn't use UTF-8.

Sadly the chat client they bolted on was rather limited, if it had been an in-house development then maybe it could have been done.
However, some of the short-lived language versions like Chinese did seem to find a way round this, and the Russian and Test servers certainly do the Cyrillic character set.
