What happened to the "production chain optimization" that was initially going to happen 13.2.?

My wood cutters don't abide the rules in this post and the [Change Log] still says it's postponed.
I could be wrong, but I thought the in-game welcome screen with 'recent changes' had the production chain updates on there last week. Of course, it changed with last night's maintenance, so I can't check it...
It certainly appears that the changes weren't implemented, but I got very confused by the recent changelogs, as to what was being changed and what wasn't - it just wasn't very clear...
If Durin_d's woodcutters aren't doing what they should, then I guess it hasn't been implemented yet...? Can we get a confirmation from a BB, please?

Just to clear things up, this change log is still postponed and so all changes in the thread (including Modifications affecting production chains) have not yet been implemented.
As soon as I get more information on when we are getting these changes, the title of the Change log will change to the correct date and the postponed status will be removed. (this already happened with another Change Log)
I know it's confusing with all the postponed change logs but I am updating the minute I get info so thank you for your patience!

Update: The date for the deployment of this version is 27/02/2014.
Can you please change the description of the improved silo as its misleading, its not 3x faster when you add walking time, unless they have made changes
