Cant build Army

I have 28 free settlers. I have 114 bronze swords. I have 171 bows. I have 345 brew.

But i still cannot raise an army. The slider says 4/4 and refuses to go any higher. The rest of the army options are unavailable

I have tried firefox and IE 9.

Is there something i have missed or is this a bug?

you need to make more recruits in the barracks first. Once you've made more recruits (R), the numbers available on the slider should increase
