I got the problem too.
When i get to the page : http://www.thesettlersonline.com/en/play, i also get ablank/white screen.
My guess is its because the flash isnt loading because the file: http://static13.cdn.ubi.com/settlers...g/AC_OETags.js
isnt found on the server (or atleast thats the errorcode my browser recieves when trying to get the file)

OK, who installed the noscript add-on on the servers; we want names, ranks and telephone numbers.
Wonder if this is specific to a certain operating system... its certainly not browser related cos I got the same on firefox and IE... I'm using XP how about everyone else who cant get in...and Im using Plus Net in case its specific to a certain ISP...
I'm using FF8.0 on a fully patched WinXP Pro system through Virgin Media 10mBit line.
